I've played Skyre, PerMa and Ordinator. I have to say that Ordinator is by far the most interesting. Every tree has something amazing and unique that you won't see in other perk overhauls. Heavy armor for instance allows you to place Battle Banners that boost the morale of you and your allies, and there's also a perk where you scare enemies if you walk slowly towards them in full heavy armor.I'm loving my current playthrough using 's mods. All of his gameplay mods are fantastic and complement each other really well in a playthrough.

Well, whatever is 'best' is entirely subjective, but my personal favourite is Ordinator.I've used every major perk overhaul mods out there but I found Ordinator to be the most creative and fun to use and least intrusive.It does have a lot of novelty perks, but I don't see that as a bad thing since it's better to have a bunch of creative options than be stuck with perks that only give percentage increases to your weapon/spell/whatever effectiveness as is the case with most other perk overhauls.
